...because those items are still in the economy. They don't dissapear when you get hacked, someone else has them. If you really want to correct things it then becomes an expontential web of reversions that potentialy impacts hundreds of players. If you don't correct things then it becomes an abusable way to dupe a whole load of items. Feign a hack on your freinds account, take all of his stuff, Anet restores it and hey presto - you have double what you had before.
With cape trims it has no such impact on anyone else.

That's up for debate. I know of at least one guild that has in the past been hacked and deleted, and not had their cape trims restored. "Why should [rawr] get special treatement?", to echo the obvious question.
Again, I am not arguing that they shouldn't have had it restored, simply that Anet could diffuse situations like this before they spawn dozens of ridiculously long threads with simple communication. A few sentences from one of the four community staff would have been super. It's just plain old good business practice, that I would very much like Anet to take up.
However, I'm really not focusing too much on that one case. To quote Esan, this is my issue:

I'm NOT complaining about the fact [rawr] got their cape back, I'm complaining about the fact that a certain player got priviledged because he was in a top Guild.
And yes, if this were to come out in mainstream public, I would love to see how many people will say "No thanks" to GW2, simply because no-one likes the feeling they are "less" then other people.

From my knowledge nothing has been restored. When you see rawr at rank #1 then people can bitch and moan.
